Breanna Schafer

Vice President of Government Affairs

Breanna Schafer is Vice President of Government Affairs at Target. Since joining the company in 2012, she has helped build and now leads Target’s government affairs function, shaping the policy environment for one of the nation’s largest retailers and employers.

Before joining Target, Breanna advised Fortune 500 companies on external engagement at the Public Affairs Council. Earlier in her career, she worked on presidential and U.S. Senate campaigns and in education policy in Washington, D.C. She studied government at Johns Hopkins University, earned her bachelor’s degree in political science from the College of Saint Benedict and Saint John’s University, and is a Bryce Harlow Foundation Fellow and graduate of the Public Affairs Institute.

Breanna serves on the board of the American Council of Young Political Leaders and on the Humphrey School of Public Affairs Dean’s Advisory Council. She has also served on the boards of the Alzheimer’s Association Minnesota-North Dakota Chapter, the Citizens League, and the Minneapolis Regional Chamber. In 2024, Twin Cities Business recognized her as a Notable Nonprofit Board Member for her leadership and service to nonprofit organizations.

Breanna lives in the Twin Cities with her husband and their three sons. Outside of work, she enjoys spending time outdoors and cheering on her boys from the sidelines.
